Glossary - W
War Establishment (WE): a detailed
listing of the authorized strength of a formation or unit, detailing
numbers and ranks of personnel, numbers of types of vehicles, equipment
or ammunition, etc. The American Term is "Table of Organization and
Equipment" or TO&E. Not to be confused with an Order of Battle.
The term is sometimes
shortened to just "establishment" which C.P. Stacey describes (Official
History of the Canadian Army in the Second World War, Vol I, p. 49)
as "'the authorized composition of a unit' expressed in numbers and
ranks of personnel and numbers and types of weapons and transport."
